There are many external programs that allow a user to create a map outside of the game.
Some of these include:

Map Viewing
There is an official viewer created by Notch which can be found here. There are also a number of user created programs.
Such as:

Texture/Skin Related
There is a thread on the forum which contains all the finished texture packs which can be here. Another helpful program is TheDarkTigers Texture switcher which can be found here.
